ICD-9-CM & ICD-10 “FREEZING” ISSUE UPDATE
Over the past couple years there has been an ongoing discussion within the coding industry regarding when to “freeze” the updating for both ICD-9-CM and ICD-10. Although there is some concensus at this time, neither CMS or NCHS has made any definite proposal or plan for “freezing” either ICD-9-CM or ICD-10.
The term “freeze” for ICD-9-CM generally means when to stop updating ICD-9-CM and use that version until it is replaced by ICD-10.
The term “freeze” for ICD-10 generally refers to when to stop making significant changes to ICD-10 prior to its planned implementation on October 1, 2013. This will allow all industry systems to be designed, tested, and implemented without the additional problem of incorporating significant, ongoing changes to ICD-10. Similarily, this will allow all ICD-10 training to be done without the concern of adding significant new/revised codes throughout the process.
At the most recent (March 9, 2010) ICD-9-CM Coordination & Maintenance Committee Meeting the “freezing” issue was discussed. The concensus is to consider “freezing” the regular, full updating of both after the October 2011 update and have only a limited updating of both in October of 2012. The regular, full updating of ICD-10 would resume in October 2014. In addition, updating ICD-10 in October 2013 may be considered depending on the importance of issues at that time.
The “freezing” issue will be discussed again at the September 2010 ICD-9-CM Coordination & Maintenance Committee Meeting and a definite proposed and final plan will most likely emerge in 2011.
